AT3 is not used anywhere in the UK. India tried it for 10 years before abandoning it altogether. Dubai is using it, but only in limited capacity and apparently not the Flight Data Processor which...

This certainly paints all the elements of "Normalization of Deviance".

Strange to hear they were trying to make the excuse that the problem is new, and has been a problem of the old system....
