That position was put in place as a quality control to make sure us pilots would not do stupid sh!t like taking off without required fuel.

I did not know that, but it would explain why this flight plan was "accepted" by the various ATC agencies. Seems the local ATC in VVI did not raise an eyebrow as they saw the whole flight plan before...
