The definitions seem to be quite flexible in terms of low cost airline. As an example MOL has said in relation to LH and Eurowings, taking away meals on board does not make for low cost airline....

If a new base is on the cards, Dublin has to be a contender. They will have major presence going forward and Flybe have said already that more expansion will take place at DUB.

Daza, the core routes are mostly still operating. They pledged to keep them. Examples include BHX and MAN to BHD. I certainly would hope these as core routes are making money .
