To be fair, from AIP it looks like Southend has more stands than London City and City manages more than 36 movements an hour regularly.

Not sure I agree with you here. Suspect it's more likely to do with the inability of London airports to accept diversions during Low Visibility a Operations. The advantage SEN has over LCY is lower...

Last forecast I saw (several hours ago admittedly) was for low cloud to lift at 0600...just in time for LCY to open it's runway for the morning rush....has anything changed in the forecast??
