If you down collective on a still wind day (no flapback happening ) the nose still...

..but isn't 'flapback' a result of flapping which is a result of airflow onto the disc from the front? ( namely airspeed ) If the IAS is the same why would you get a change in 'flapback'? You don't...

When lowering the collective in straight and level flight, the nose pitches down.
