I will agree with you to an extent MRAES and CEng mean very little; there are two year graduate training schemes in some companies that allow someone to gain charter-ship by getting them...

ATPL theory only just about reaches GCSE...

ATPL theory only just about reaches GCSE difficulty; it is no way comparable to degree level study.
If we made ATPL principals of flight on par with BEng level Aerodynamics I suspect 70% of pilots...
