After re-reading, including some info on AvHerald (bit more detail there) it seems Egyptair went all the way to 220 - apparently no hint of any action to level off at 210. And AF did follow their Climb RA.

Some Airlines should be banned from busy airspace

I hope that several Black Points are added to this airline that didn't reduce ROC in the last 1000'
