Key part: after call and confirmation first phrase was "Belavia 840, you must return to Zhulany. In case of noncompliance you will be intercepted by air force."

Controller did what he had to do. Since BRU840 was asked to return to departure airdrome for security check, flight automatically was prohibited to cross state border.
And name me country, which won't srcamble fighters if crew doesn't follow atc instructions.
