Yes, it is called Multi rotor rotor, or MR2. Sorry the link isn't there, but some inventor back in 2012 put this up, thinking that making the retreating blade go faster would prevent retreating blade stall.

Bong! Wrong! Take off all your clothes.

And having two teetering rotor systems on the end of a main teetering blade just boggles my brain. At the end, he offers $1000 to anybody who can build a flying model of his system. No takers. Wonder why?
