Help with a regulation
Some years ago I remember a regulation stating that any aircraft requiring 2 pilots the PIC had to be ATP rated.
I cannot find reference to this in the FAA or ICAO regs.
Any help here?

Additional information on regulations
This is reference my previous post below.
What I'm looking for was a ruling that came after the regulation that stated that any aircraft with a seating capacity of more than 9 passengers required two pilots.
Then followed that any aircraft that required two pilots, the PIC must have an ATP rating. This is the bit that I'm looking for.

Add'l help with regulation
This is following up from my post from below.
What I'm looking for is this:
The regs (135 etc) state that any aircraft with a seating capacity of more than 9 passengers requires two pilots.
Then a reg came out saying that if an aircraft required two pilots then the PIC had to be ATP rated. This is the one I'm looking for.

ORO.FC.200 Composition of flight crew
(d) Specific requirements for helicopter operations.
(1) For all operations of helicopters with an MOPSC of more than 19 and for operations under IFR of helicopters with an MOPSC of more than 9:
(i) the minimum flight crew shall be two pilots; and
(ii) the commander shall be the holder of an airline transport pilot licence (helicopter) (ATPL(H)) with an instrument rating issued in accordance with Annex I (Part-FCL) to Regulation (EU) No 1178/2011.
(2) Operations not covered by (d)(1) may be operated by a single pilot under IFR or at night provided that the requirements of ORO.FC.202 are complied with.
