What is ramp control?

I always enjoy listening live atc on internet.
Some major airport ground controller sometimes insists that pilot should request push-back to ramp controller or asks if the pilot got the permission to enter from ramp controller.

My neighbor airport does not have ramp control and push-back approval is given by ground and ground always instruct pilots all the way to the gate without asking ramp controllers permission.

How do pilots know at which airport they should contact ramp control before (or during) contacting ground?

Without ramp control, can pilot taxi in the ramp freely and should contact ground before crossing the ramp boundary line?

The frequencies are noted in the ground charts, so you can tell if there is a ramp control frequency/delivery frequency or whether it's just straight to ground for everything.

If there is no ramp control frequency then ground control will cover everything, so the answer to your question is, no, we can't taxi freely until we cross a certain boundary.

Here is a link to a Toronto Pearson (YYZ) Taxi Diagram:

It is intended that you use the communication frequencies from left to right, top to bottom.

1. Listen to ATIS.
2. Contact Clearance Delivery
3. Contact appropriate Apron Control
4. Contact appropriate Ground Control
5. Contact appropriate Tower
6. Contact appropriate Departure Control

As far as "contact appropriate goes," you simply look at the applicable chart which will tell you where the applicable controlling boundaries are.

Usually, it is only the first frequency you will need to know, as the clearance delivery controller will tell you what apron frequency to use, then apron to ground, so on and so forth.

Ramp frequencies aren't published on Jeppesen airport diagrams in the U.S.

Ramp frequencies appear in the various air carriers' tailored terminal-specific information.

ramp control in my day was the ramp guys who were loaders tug drivers etc

You might want to look at the KORD 20-9B and the KDFW 60-9.

And O'Hare throws Metering in between Clearance and Ramp.

What do I do at LAX (10-9B)? Let's say I'm going to Terminal 3.

I have no idea, I don't park up there. Guessing either Ground will clear you in or hand you off to some discrete frequency. What I was implying was the ramp control frequencies are published on some Jepps, even though the DFW frequency is run by AA. Don't know who is in charge in Chicago.
