I think the main issue here is duty of care. I have faced this situation before, especially with a U/S APU in the summer down in the Mediterranean.

With all due respect to company procedures and policies, I would be inclined to think outside the box in this situation. As some of the guys and gals have pointed out the Captain of the aircraft has a duty of care to the passengers and crew. Due to the fact this is probably a situation that you don't face very often and the lengths we go to burn as little fuel as possible through flying as efficiently as possible I would be inclined to chuck on the extra gas and remote hold with 1 engine running which I would think would be completely justified.

A few PAs in the cabin and a little extra petrol keeps the customers happy .

Or maybe they were at an airport which bans the use of APU until 5/10 minutes prior to departure, for noise and pollution reasons. Or maybe the company has the same language in their SOP, as a money saving exercise.

Are you that captain?

This never is a problem if no ground aircon is supplied and the temps above 24/25 degrees. Even at the strictest airports they give you permission to cool the cabin once you explain your situation. Read your AOI pages, there's always a frequency or a phone number to call to ask for permission.

Personally, 30 degrees is my limit. For an extended period 28 degrees or so, but you have to monitor the cabin yourself. Temperature monitors have been known to tell porkies. But if an airline dispatches an aircraft with an unserviceable APU in hot or cold weather to an airport without a/c at the gate they should expect the unexpected. CAT3C has the sensible solution. Failing that the aircraft is unfit for people and you wait until the ambient temperature is OK. Only common sense is required.
