A320 : Thrust lever disagree / thrust lever fault

I have 2 questions on the THRUST LEVER DISAGREE/THRUST LEVER FAULT procedures
1.For both cases the FCOM says that when the slats are extended the thrust is commanded to idle , and it stays idle even in the case of go-around. What the FCOM does not explicitly say ( and this is what I want to confirm) is that once you retract slats after a go-around , you will regain control of thrust .
2.The second question deals specifically with the THRUST LEVER FAULT procedure.
If you have this issue in flight there is a blue action line on the related ECAM :"THRUST LEVER 1(2)...............IDLE"
However we know that the affected engine will be modulated normally with ATHR ON , or get stuck at a high thrust setting without Autothrust . My question is why would the ECAM procedure have a command line for you to set idle thrust when there is no need for it?
