Speed reduction in RNP-AR approach

Can the air traffic controller issue speed reduction instruction to the aircraft on RNP_AR approach ?

Sure, why not with two conditions:

1. The assigned speed is at, or less, than any speed specified on the procedure.

2. You can safely accept the speed.
