Does Anyone know US air authorities any instructions about compulsory additional crew member (extra pilot) for Europe-USA legs (It does not depend on flight time)? Type-B744. Thanks in advance!

No rules except the ones based on flight time. We fly with a basic 2-man crew quite often.
