CAA 'passing the buck'

Hi Guys and Gals,
I would be very interested to hear from anyone who has a background in law.
I have a small difference of opinion with FCL who appear to be shircking? their responsibilities in the hope that the problem will soon become EASA's.
I need guidance on the matter, who to approach, what tack to take, how do I interpret the EASA and CAA regs ?
Would be pleased to hear from any interested in helping out.
