Gusts at the planning stage

Can anybody tell me am I reading the rules correctly? Trying to make a noddy quick reference table up for when I am looking at eight airfields with ten lines of text each:-
Gusts should only be taken into account at the planning stage as follows:-
DESTINATION - Tempo (alone), Tempo fm, tempo tl, tempo fm...tl, prob 30/40 (alone) not applicable if associated with transient /showery conditions
Prob tempo ; deterioration may be disregarded.
Otherwise gusts should be taken into account.

TAKE OFF ALTERNATE - As above except during persistent conditions when gusts may be disregarded.

DESTINATION ALTERNATE - As above except "fm (alone), and bcmg at or bcmg (alone) bcmg fm , bcmg tl , bcmg fm...tl Mean wind should be within required limits gusts may be disregarded

ENROUTE ALTERNATE - As above except if associated with transient / showery conditions" Mean wind and gusts exceeding required limits may be disregarded
I can't make a noddy guide until I understand it...thanks in anticipation.
