Longhaul PIC hours - CAA paper

Not very long ago I got my hands on CAA UK paper regarding flight log keeping regarding augumented crews. You know, how THE commander logs all as PIC even if in bunk, while others ....

I am almost sure it started as a link here on PPRuNe to the CAA website, unfortunately I have erased the file somehow. I searched the CAA, Googled the internet, went throught the forums all to no avail.

Will please some kind internet search Wiz help me find it?

A secondary objective: I understand that UK practice is to have all F/O PF hours logged as PIC(US) and countersigned by the commander. This serves as an indication of "handling" time. My local rules are different. There is a Co-Pilot Developement syllabus, starting with Commander Responsibilities ground course and then the LFI supervised flying where one is supposed to fullfill the duties of the commander in both PF/PNF roles. If successful, the flight time is logged as PIC(US) enabling ab-initio hatchlings like me to collect PIC hours needed to "unfreeze" the ATPL.
I would be very interested to know, what is the practice among the other so-called harmonised JAA states?
