I would advise contacting some flying schools for information and advice.
The first that springs to mind is Bristol, only because I did my IR with them some twenty years ago.

If you have an FAA PPL with SEIR and 186 hours and meet all the required cross country etc, and current, your shortest route would be:
1: EASA PPL conversion (ATPLs exams count) - 3.5SE + 1.5SE test
2: ICAO to EASA SEIR conversion - 15 hours (5SE / 10sim) + 1.5SE test
3: Reduced CPL(A)SE course of 15 hours - 15SE + 1.5SE test
4: EASA MEP (6ME) + 1ME test
5: EASA SEIR to MEIR conversion - 5 hours (2ME / 3sim) + 1.5ME test
>>28 SE / 10.5ME / 13sim
Those are minimums - About £14k at a good UK school
You can skip the PPL and go straight for the CPL, but you would have to do the full 25 hour course. To get the 10 hour reduction you need to already have an EASA IR - which means you'd have to already have a PPL)
