If a call is not directly addressed to me as 'XXXXXX Radio' (eg. a position report) I reserve the option not to reply, especially if I have nothing useful to offer. AGCS is not an Air Traffic Service. Many AGCS operators have other tasks, some of which could be 'primary'...
Why would an aircraft call not be directed to you as the ground station? - it's your frequency. I don't think that you have the option not to reply, even if it's just "...roger, out". The fact that AGCS is not, by definition, an air traffic service is irrelevant; the radio station is licensed, the operators are certificated and the S stands for Service! If a pilot's call is ignored, what is he supposed to assume?

Many AGCS operators have other tasks, some of which could be 'primary'...
In which case, a review of their priorities is in order! I would suggest that as operators of the licensed radio station, certain responsibilities are axiomatic.

You could have an ACGS licence, but not notify any hours of operation. I believe Badminton use theirs to switch the runway lights on, you will not get a reply.
