annex 11 aircraft opperated in uk on a other member states register

HI
cant seem to tie the uk caa down so can anyone else help

i am looking to buy an allouette 11 on the hungarian register but its a annex11 aircraft

can a annex 11 aircraft on another member state registration [ HA ] be based in the uk and flown without restriction? and does the aircraft need to have UK CAA permission ?or is there a blanket permission ? if so where is it written?

Does the aircraft have an unrestricted c of a? If yes - no problem!
