Training for a PPL in one's own aircraft

A friend is considering buying a PA28 and training for his ppl in it, and asked what criteria he needed to look out for. I seem to remember that in previous years, the aircraft had to be on a Public Transport C of A rather than Private but, since there are no private/PT c of a's any longer, how would one find out. In addition, does the engine have to be 12 years old or younger these days?

I have to confess that even though I own my own machine, I couldn't answer his question...
