Missing STC and 337 found during annual
I have found that we are missing an STC for fitment of a prop and an uprated engine. It is signed up in the Aircraft log as carried out IAW SA03141AT,
Here is a copy
We are also missing the 337 for this mod.
So what’s the next step? I have the Engine and prop logs with a sign off on the STC in 1996. Can I just send the 337 off to the FAA? I am being told that I am going to have to buy the STC from the owner, I this correct?

What I do know is that an STC belongs to its owner and requires the owner's permission before it can be used.
Some charge for this, others don't. You will need to contact John Jewell Aircraft and ask them nicely.
The STC'd part is then fitted under a 337, probably. If it's a major mod it may need DER approval; most UK FAA outfits use an American outfit called DER Services for that. This is an area where somebody wanting to make money out of you could become very anally retentive.

If your STC was signed off at a previous date the requirements were met at that date. BUT, you should have a copy of the STC in the paperwork.
The FAA in Oklahoma City (AFS-760) have a record of all the paperwork for your airplane and a copy can be obtained for a small fee. It was less than $5 the last time I got some. In that paperwork will be a copy of every STC that has been incorporated in your machine.
You will of course have to give them the "N" number of the machine if it has been changed to some EU registration in the meantime.

The trouble is that the signed copy of the STC has been lost, and the FAA do not know of the engine upgrade. On the FAA site if shows the aircraft with a 520 fitted but it actually has 550.
The A&P guy who looked at the aircraft for the annual said that we need to purchase the STC form the owner and apply to the FAA with a 337, but why do we need to do that? Can we not just use the logbook entry?

Just an many people incorrectly thought that, under the now-dead FAA-CAA bilateral treaty, you could just install an STC'd part to a G-reg without getting an AAN from the CAA (and many did), many people think that one can do the same with STC'd parts on an N-reg. The fitting of such a part to an N-reg is done under a 337 or something higher.
Normally it isn't a problem but as I mentioned, this is an area where somebody pedantic can ground your plane for weeks or months or years. You need to locate an A&P/IA who understands the process.
