Solo Night Hrs

It is my understanding of the regs that you can by signed out to do solo circuits before completing your NVFR, pretty much the same as you are signed out to do day circuits, but the institution has be be authorized to do so.
What Schools around melbourne / country vic can do this? I understand numerous morabbin schools can, as can RMIT Pt Cook.
I need to get 5 hrs night command on a budget.
