Plus, a country in deep recession, not a pretty sight driving through cities with multiple business houses boarded up, with a GA industry still pumping.

Under new victorian laws, that would be considered reckless driving, and the vehicle impounded. Following that event, you could not transfer registration rights, as the flatfoots also hold the right to apply to the courts to crush said 'instrument of a crime', even on a first impoundment.
