If you mean a safety pilot for simulated instrument flight conditions try CAR 153

if you talking about safety f/o's that ride along at the start of line training, there is no reference because they are a company requirement not a regulatory one.

Both pilots occupying control seats are appropriately endorsed to operate the aeroplane, the safet f/o is there to make it slightly easier for the training captain

if that isn't what you meant disregard my last!
