FAA licences use of drones on Tv and film sets

Common sense. Not sure if new players are invited or if they are restricting the number of licences to those few who lobbied.

I don't know about licenses, but as an insurer we're seeing these things come across underwriter's desk every day now. The studios are all doing it worldwide for camera work.
