Bi annual & IF review

Hi

Can anyone recommend somewhere in florida to go and do a bi annual and get my IR current. Im planning go over sometime at the end of March or first week in April

Just out of curiosity, must a foreign national (not a US citizen or greencard holder) apply for a student visa prior to undergoing the FAA Bi-Annual Flight Review in the States? Or can one just arrive in the States as a tourist?
