TSA Requirements for USA??

Hello,
im wondering if anyone could help me out here. What are the requirements for non US citizens learning to fly in the States, with the TSA etc. I got an FAA PPL couple years ago now. I read somewhere it is only for your first liscence and Instrument rateing??
Help would be much appreciated
