Conversion from FAA PPL to JAR PPL

Does anybody know what is required to convert from a US (FAA) PPL-H to a European PPL-H (private helicopter licence).

Norwegian authorities say I have to contact a helicopter school to get a "conversion program", but the schools tend to suggest deals as expensive as getting the whole licence deal in Norway

Please fill me in if you have any info about or experience with this..
