C-130 AMP USAF Go-Around Question

Hello,

My name is Alex and I've got a very very specific question. With respect to the C-130 AMP System Requirements, that can be accessed through the following link:

Beneath the "Go-Around Function" section it states the "If Autothrottle is not implemented, the Go-Around function shall calculate and display 1.2 Vstall values to the aircrew".

Question: How was the 1.2Vs value calculated? I'm asking this because I can't connect the dots indirectly to FAR25 to determine why and how this requirement came about.


Any assistance will be much appreciated!
