I wish the RAN was allowed to come up with better names than just using cities due to government direction.

Historical as opposed to current Gov't direction.

Look at the various RAN classes of ships and subs and
what they are called / have been called.

Why? The RN has had lots of ships named after cities in the UK: Edinburgh, London etc, and this is the third RAN ship to carry the Canberra name. I doubt the Government had anything to do with it other than rubber-stamping an RAN tradition.

The Royal Navy could save a fortune, remove the engines, dump the stoker trade, and simply move their boats around the world on the back of that thing to any hotspots...
