help dubai based shipping firm

hi can anyone please advise which government authority in Dubai I can write to as the shipping company I used to ship out of Dubai and back to Europe has not paid the final payment,

my shipment has arrived at European destination port but it is not going to be released unless the shipping company complete final payment. while all this is being resolved the port charges are accruing on a daily basis.

I have asked the shipping company in Dubai to pay up and they are difficult to get hold and have said that they are temporarily blocked due to cash flow or management problems. I am unable to do anything feel helpless and don't know who to contact.

my shipment contents are household furniture and a car. if anyone can help please pm me and thanks in advance,

I don't want to name the company just yet as they may try to resolve the situation but I really need to find out which government authority I can approach to discuss this further.
