Did anyone else get this email? Its a knee jerk reaction to the "incident" of course and probably will be as effective as tits on a bull... but if you kept your copies...

I wonder if they go directly to HH's desk?

Voluntary Reporting System (VORSY)

Greetings Aviation Safety Partner,

Voluntary Reporting System (VORSY) has been established with the objective of enhancing
aviation safety through collection of reports on actual or potential safety hazards that would
otherwise not be captured by the mandatory reporting systems.

It is a voluntary, non-punitive and confidential reporting system established by the UAE GCAA
in line with the requirements of ICAO DOC 9859 – Safety Management Manual and
Annex 19 – Safety Management and GCAA CAAP – 57.

You should submit a report in the VORSY system when there is information that
can help in improving aviation safety or help in identifying any safety risks or hazards.
The report can be submitted online at

VORSY pays special attention to the confidentiality of the reporter. All information
is de-identified before the report is processed in order to secure the identity of the reporter.

Voluntary, non punitive, if so then that's a good move. Hopefully this isn't in reaction to a horse that's already bolted and left the barn door open. I hope this will be an improvement for all UAE pilots to have a high level platform to raise concerns on.

As professional pilots, we owe it to those that travel on our flights, our colleagues and each other to use such a system, when appropriate, to highlight worthy concerns and issues.

I hope pilots WILL use it and record their reports and that this will not just be a channel never used for fear of retribution.

If it was me, I'd only submit anything from outside of the UAE, everything is fine with these schemes until the wrong Habibi gets his dish dash put out of joint, or worse, is found to be at fault.

I would certainly encourage my husband to report things so i think it's about time people stop running scared in this part of the world. Anybody who is punished for appropriate reporting should then highlight it through every forum they can including ICAO, as the above is an ICAO requirement, which i'm led to believe the GCAA have been in violation of up until this notification.

Change requires brave people!

Didn't one of the cabin crew report the 12 hour/minimum rest layover in JFK due to snow storms (whole other ball-less issue) to the GCAA and they forwarded it straight to EK with all her details who then sacked her? Don't think it was under this 'confidential' scheme but that came from a good source.
Be very careful.. as I often say, this isn't the civilised world..

true it was Ildefonso the PU of this mentioned flight who got sacked.
I witnessed the whole story a few years ago.
The remaining crew is still waiting for the promised clarification meeting promised by Mrs. Burgh or what her name is now.

What speed bird said. There is no such thing as confidentiality in Dubai. Nothing is non-punitive and voluntary is in the military sense.

i.e. I need 3 volunteers, you, you and you. Right lets go!!

ClassC Mrs VT encouraged me to report things when I was in Dubai. Luckily I had learnt that lesson by the fate of those who went before me. Reporting stuff is fine after you leave but the reality is that you basically risk your liberty and the welfare of your family if you do so because they do not really want to know the truth they just want to seem to the rest of the world that you had an avenue available and decided not to use it and ergo there is not really any problem. If you're worried file reports on VORSY on a layover or under the cloak of VPN, its an opportunity to identify issues, especially fatigue.

This site is peculiar in that it seems to attract the sceptics which of course I can understand in the sandpit. But what harm can come of this, its another avenue given to us to voice our concerns and I can guarantee the majority of pilots are too scared of their own shadows to actually voice their concerns and yet they will continue to moan on this forum about current issues.

And before you ask, yes I have filed a report...

VORSY has been around for a while now, so it's not a new initiative in the wake of EK521.
