FDC 4/8154 (A0032/14) – SECURITY ...SPECIAL NOTICE… IRAQ POTENTIALLY HAZARDOUS SITUATION -- IRAQ AIRSPACE
DUE TO THE POTENTIALLY HAZARDOUS SITUATION CREATED BY THE ARMED CONFLICT IN IRAQ, ALL FLIGHT OPERATIONS IN THE TERRITORY AND AIRSPACE OF IRAQ AT OR BELOW FLIGHT LEVEL (FL) 300 BY THE PERSONS DESCRIBED IN PARAGRAPH A BELOW ARE PROHIBITED UNTIL FURTHER ADVISED.
THIS NOTAM INCREASES RESTRICTIONS ON OPERATIONS IN THE TERRITORY AND AIRSPACE OF IRAQ BEYOND THE RESTRICTIONS CONTAINED IN SFAR 77. SFAR 77 REMAINS IN EFFECT.
THE FOLLOWING OPERATIONS THAT WERE PERMITTED UNDER SFAR 77 ARE PROHIBITED BY THIS NOTAM:
(B) PERMITTED OPERATIONS. THIS NOTAM DOES NOT PROHIBIT PERSONS DESCRIBED IN PARAGRAPH A FROM CONDUCTING FLIGHT OPERATIONS WITHIN THE TERRITORY AND AIRSPACE OF IRAQ AT OR BELOW FL300 WHEN SUCH OPERATIONS ARE AUTHORIZED EITHER BY ANOTHER AGENCY OF THE UNITED STATES GOVERNMENT WITH THE APPROVAL OF THE FAA OR BY A DEVIATION, EXEMPTION, OR OTHER AUTHORIZATION ISSUED BY THE ADMINISTRATOR. OPERATORS SHOULD CALL THE FAA WASHINGTON OPERATIONS CENTER AT 202-267-3333 FOR FAA AUTHORIZATION OF OPERATIONS.
(C) EMERGENCY SITUATIONS. IN AN EMERGENCY THAT REQUIRES IMMEDIATE DECISION AND ACTION FOR THE SAFETY OF THE FLIGHT, THE PILOT IN COMMAND OF AN AIRCRAFT MAY DEVIATE FROM THIS NOTAM TO THE EXTENT REQUIRED BY THAT EMERGENCY.
THE PROHIBITION ON OPERATIONS IN THE AIRSPACE SPECIFIED IN THIS NOTAM AND THE ASSOCIATED JUSTIFICATION FOR THIS SPECIAL NOTICE WILL BE RE-EVALUATED BY 31 OCT 2014.

- OPERATIONS AT OR BELOW FL 300 BY FLIGHTS DEPARTING FROM THE COUNTRIES ADJACENT TO IRAQ WHOSE CLIMB PERFORMANCE WILL NOT PERMIT OPERATIONS ABOVE FL 300 PRIOR TO ENTERING IRAQI AIRSPACE; AND
- FLIGHTS ORIGINATING FROM OR DESTINED TO AREAS OUTSIDE OF IRAQ TO OR FROM ERBIL INTERNATIONAL AIRPORT (ORER) OR SULAYMANIYAH INTERNATIONAL AIRPORT (ORSU) WITHIN THE TERRITORY OF IRAQ NORTH OF 34 DEGREE 30 MINUTE NORTH LATITUDE.

After MH 17 I think we need to review several countries, but what really has gotten my attention is all the videos of Isis cutting heads off and executing their own people by the truck loads......probably not my first choice of an alternate airport when in dire need.
