Thumbs up LAPL Medical Restriction

I am a little confused over the question can I fly P1 with a safety pilot? My licence allows me to fly solo but not with a passenger unless he or she is a qualified pilot. I have an NPPL with an SLMG rating .

If you are allowed to fly solo, then you do not need a safety pilot.

If you are only allowed to carry passengers who are pilots, they are still passengers, so you are still P1.
