The English language has some wonderfully anthropomorphic collective nouns for the various groups of animals.
We are all familiar with a Herd of cows, a Flock of chickens, a School of fish and a Gaggle of geese.
However, less widely known is a Pride of lions, a Murder of crows (as well as their cousins the rooks and ravens), an Exaltation of doves and, presumably because they look so wise, a Parliament of owls.
Now consider a group of Baboons. They are the loudest, most dangerous, most obnoxious, most viciously aggressive and least intelligent of all primates. And what is the proper collective noun for a group of baboons?
Believe it or not ....... a Congress!
I guess that pretty much explains the things that come out of Washington...

You missed a few things. GWB never gutted education in Texas. GWB never tried to make money off of mandatory "vaccinations" of the Texas teenage girls. GWB never called for succession. GWB never tried to rape FEMA of disaster funds because a few of his buds lost their only, or one of their, vacation homes. GWB never said lost vacation homes were equal or more important than the death and destruction seen in Alabama due to the devastating tornadoes.

It is ironic that our government loves to demand that other countries hold their political leaders accountable for their actions, and lecture them on the need for rule of law. Yet, when our leaders flagrantly violate the law, we're supposed to look forward, not backwards.
Dick Cheney was integral in waging a war with Iraq that left thousands of Americans and over a million Iraqi's dead; in establishing a systemic policy of torture; and in aggressive domestic warrantless surveillance. Now he's wrote a book which brags about the crimes he committed and was immunized from.

Again, your link gives a different figure from that which you are saying, so stop exaggerating.
And do tell us ONE law Cheney personally broke regarding Iraq. I don't want any waffle about it being an "illegal war", or any rubbish about "torturing" anyone, I want a specific law broken by Cheney personally and not some supposition regarding the possibility that a Government decision may have been illegal depending on someone's interpretation of a law in any country.

Uh International Law regarding Torture is pretty specific. It forbids it under any and all circumstances. Therefore if he ordered torture, recommended torture, approved torture, or tried to redefine the definition of torture -- is illegal.
When is it that people like you will begin to understand that messing with someone's mind is not torture? Torture is the judicious application of pain to extract information be that information factual or simply a response designed to avoid further physical abuse, (think carefully about what I said there before you respond).
The fluffy view of torture, (the comfy chair), is irrelevant - it's meaning is quite clear.
