Framework Convention on Climate Change

Having just spent some considerable time reading the Framework for the Copenhagen Treaty on Climate Change one can only be appalled any Government, particularly a `Developed Nation Government’, is promoting and preparing to negotiate to sign such a document.

(Read USA, UK, Australia, Canada and many European)

The implications for National Sovereignty, the future well being of each countries citizens, their ability to maintain a high standard of lifestyle whilst providing for their family and future are very seriously threatened by the intentions contained within this Framework.

The resultant destructions which will occur to these country and its peoples ultimately defeat the supposed aims of this Convention in that we will no longer be able to provide for ourselves let alone contribute to those around the world less fortunate than us.

Referring to just a few examples from the Convention:

38. The scheme for the new institutional arrangement under the Convention will be based on three basic pillars: government; facilitative mechanism; and financial mechanism, and the basic organization of which will include the following:

World Government (heading added)
a) The government will be ruled by the COP with the support of a new subsidiary body on adaptation, and of an Executive Board responsible for the management of the new funds and the related facilitative processes and bodies. The current Convention secretariat will operate as such, as appropriate.

To Redistribute Wealth (heading added)b) The Convention’s financial mechanism will include a multilateral climate change fund including five windows: (a) an Adaptation window,(b) a Compensation window, to address loss and damage from climate change impacts [read: the "climate debt" Monckton refers to], including insurance, rehabilitation and compensatory components, © a Technology window; (d) a Mitigation window; and (e) a REDD window, to support a multi-phases process for positive forest incentives relating to REDD actions.

With Enforcement Authority (heading added)c) The Convention’s facilitative mechanism will include: (a) work programmes for adaptation and mitigation; (b) a long-term REDD process; © a short-term technology action plan; (d) an expert group on adaptation established by the subsidiary body on adaptation, and expert groups on mitigation, technologies and on monitoring, reporting and verification; and (e) an international registry for the monitoring, reporting and verification of compliance of emission reduction commitments, and the transfer of technical and financial resources from developed countries to developing countries. The secretariat will provide technical and administrative support, including a new centre for information exchange [read; enforcement].

Sole Arbitrator – ICCP:
Developing country Parties that wish to undertake tier 2 nationally appropriate mitigation actions associated with reducing emissions from deforestation and forest degradation shall by guided by good practice guidance developed by the Intergovernmental Panel on Climate Change and any relevant decisions of the Conference of the Parties serving as the assembly of the Parties.

(My Comment) This sets the ICCP as the sole, binding and unquestionable body on emissions and climate change; a body whose findings are highly questionable, disputed, challenged, unproven and in some, shown to be incorrect or wrong. No mechanism is provided to challenge or question the findings or directives of this body. Given the size of the bureaucracy established in this framework any questioning or disputation of these will take many years to resolve.

According to the mantra and dire predictions of the faithful, the planet will have burned by then!


Financial Government:
21. The COP, as the supreme body of the Convention, shall exercise its authority over and provide guidance to the financial mechanism, and shall decide on its operation and on the policies, programme priorities and eligibility criteria for financing purposes.

25. The COP and the Board shall establish, manage and supervise current funds, specialized funds and funding windows to fund projects, programmes and actions aimed at mitigation, adaptation and technology transfer that are under its governance, and a mechanism to link various funds.

The Convention Adaptation Fund shall be established to provide new, additional and predictable financial resources to developing countries that are particularly vulnerable to climate change, especially Small Island developing States and least developed countries, to assist them in meeting the full costs incurred in adapting to the adverse impacts of climate change.

2. A Multilateral Climate Technology Fund
3. A global fund to support a global-feed-in-tariff programme:
5. A Mitigation Fund;
6. A Capacity-building Fund;
7. A Technology Risk Facility to assist technologies from demonstration to commercial maturity
8. A Venture Capital Fund for start-up finance;
9. A Technology Grant programme for the research and development of new technologies;
10. A Climate Insurance Fund;
11. Other funds as required.
Funds will be administered by a Trustee or Trustees that have been selected through a process of open competitive bidding among reputable pre-qualified institutions.

The Trustees will be advised by an expert group or committee, which will also be supported by a technical, issues identified by the Board;

(b) Assisted by an independent specialized thematic assessment unit or panels, comprising experts and specialists, to carry out the relevant assessments for the disbursement of funds to the designated national entities under their respective specialized funding windows. These thematic assessment units shall be under the authority of the Executive Board and, together with the professional secretariat of the Executive Board, shall constitute the operating entity of the Financial Mechanism.

33. To ensure transparent and efficient governance, other possible components of the structure shall include representatives of all participant countries, contributors and beneficiaries, grouped in a balanced manner, a consultative/advisory group all relevant stakeholders and an independent assessment panel.

(My Comment) All designed to do nought but transfer the hard earned wealth of the developed nations to the under achieving and under developed nations in the process destroying the ability of the developed nations to continue to take the risk necessary providing the innovation, technical development and finance. In the process this will destroy the standard of living of the developed countries.

Bureaucracies
(My Comment) In all areas of the framework convention there is a continuous and increasing litany of Bureaucracy to run this word government. To illustrate the following are listed:

Government, COP, Executive Bodies, forums, committees, Board of Trustees, units, panels, technical panels, representatives, contributors and beneficiaries, Executive Boards, Executive Body on Finance and Technology for Adaptation, Strategic Planning Committee, Verification Group, Technical Panels, Secretariats.(And this is only some of those listed)

Each and every one of these bureaucracies and funds is then further supported by similar committees, advisories or panels, all and each requiring financing requiring a financial support organisation. This is little but government, bureaucracy totally out of hand; building of a whole new world governing body requiring huge financial support derived from the Developed Nations.


How much is this alone going to cost?

How much TAXation increase will be required to raise the necessary funds?

How will this massive bureaucracy contribute to managing Climate Change?

An Insurance Component:
(i) To address climate-related extreme weather events, and risks to crop production, food security, water availability, disease increase and local livelihoods that encourage risk reduction; (ii) Which shall facilitate the design, establishment and operation of insurance related risk sharing and risk transfer mechanisms tailored to the needs of particularly vulnerable developing countries, especially the least developed countries and small island developing states, to address financial risk associated with increasingly frequent and severe climate-related extreme weather events, including hurricanes, tropical storms, floods and droughts, which result in loss and damage, and leverage public and private funding to enhance adaptive capacity.]

[Insurance payments for particularly vulnerable developing countries shall be facilitated through the financial mechanism.]
(c) A rehabilitation [and][/] [compensation][compensatory] component [to][shall] address loss and damage resulting from the [current and] progressive negative impacts [of climate-related slow-onset events, including sea level rise, increasing sea and land temperatures, ocean acidification (e.g. land loss, coral bleaching, impacts on potable water availability, reduction in fisheries, desertification etc.)];

(d) Innovative financial instruments, for example venture capital funds and climate insurance funds, integrated into the financial mechanism, for addressing the risks associated with climate change.]]

49. [Public–private partnerships [shall] [should] be promoted to catalyse wider engagement of stakeholders, including the private sector and civil society, in risk reduction, management and sharing, including insurance and addressing loss and damages, bearing in mind that the involvement of the private sector should supplement and not substitute commitments by developed country Parties under the Convention.]

(My Comment) In other words, regardless of whatever the cause, sunshine, fire, flood, pestilence, disease and plague within the developing nations there is no incentive to self provision insuring against these risks. Unlike the developed nations where our success (the success of the developed nations) was provided by the taking of risk, providing the capital, doing the hard work. Suffering the heartbreak where, when this work was devastated by such normal everyday events returning to rebuild again, we are now expected to contribute to a massive non-contributory insurance scheme covering almost all known calamity know to mankind?

Should we be not covered by such a munificence scheme?

By its very framework it is clearly evident such a scheme is readily open to plundering by the undeveloped nations and outright fraud.

Transfer of Wealth, Business, Technology, Intellectual Property and Patents:
This World Government wishes the framework to include the powers to direct developed countries to finance; to transfer finance and provide ownership of research and development and intellectual property to the undeveloped countries. This is also to include the production of these technologies and their production & manufacture to undeveloped countries

The framework further includes direction to developed countries to support inward foreign direct investment, labour-intensive exports (manufacturing and services), trade liberalization, competition, access to developed countries' markets and human resource development.

Remove from developed countries any say who shall partake and be employed in these financed and transferred technologies and product manufacture.

The framework further removes protections for Intellectual Property Right; remove limits or reduces time of patent; removes ability of individuals or companies from owning patents on some products or technologies.

PP.11 [Further emphasizing that] a shared vision does not include commitments for developing countries. It does, entitle technology transfer, capacity-building and financial resources for project implementation regarding mitigation national programs.

(My Comment)The wording is clearly self explanatory; take all and everything from the developed countries passing it to the undeveloped countries without any questions or say in how this may all be utilised.
The words 'equitable' and 'climate debt' (to developing countries) are liberally scattered throughout the document. How is it equitable to beggar the 1st world to support an unelected 'government' redistributing wealth (our taxes) as it sees fit to 3rd world countries that have proven spectacularly incapable of transparent, honest, efficient governance.


Not to mention the % of OUR TAXES that will undoubtedly go to supporting this Green version of the spectacularly anti democratic European Parliament in Brussels.



I put it to you that no government can sign such a document; no government can give away or pass on the very rights of a government to govern and manage the affairs of its own country.

And, further no government can give away the rights, transfer the property and wealth of its companies, businesses and most importantly its citizens!

The Treaty further undermines the rationale for passing any Carbon Trading (ETAXS) legislation demonstrating the folly of committing to this concept.

This treaty is a transparent grab at power that elected Governments seems hell bent on abetting. Governments MUST be accountable and MUST ensure that the people of each and every country are made FULLY aware of all the REAL scientific debate going on.

This treaty MUST NOT be signed prior to FULL DISCLOSURE of its effects on political and economic sovereignty - This is no longer JUST about carbon targets - its far more dangerous and far reaching than that.

For how long must western economies be beggared by POLITICAL 'solutions' to NON PROBLEMS?

This is exactly why the US Senate voted 95-0 against any ratification on Kyoto Agreement without developing nations coming under it and that the President could not agree to it if it would harm our economy.

The President can 'receive' a Treaty, whether he signs it or not is irrelevant. It is the Senate, through 'Advise and Consent', which approves all treaties. Not one Senator would sign that pile of s**t. Not one.

This ethereal horse ---- will stop soon, when it runs out of apologists and opportunists.

One already sees the kapok dribbling out of Broon's Savile row sack.

As Bear and others said, President Obama can sign anything he wants, but unless it is confirmed by the Senate, tough El Toro Poo, Poo, means nothing.

Even Reid is not stupid enough to try to get this passed.

Of course President Obama is stupid enough, or such an ultra left liberal, to sign it.

You are quite correct, and given the exec's climbing spiral of power, I would not put it past this POTUS. Obama will have to do a complete about face in the Polls, muster some sort of Carbon/Tonkin, and pull out the EO ledger. He hasn't the guile, the stones or the insanity, and Nixon's dead.

I was hoping that you would not bring that up.

But, then again, is anyone in the Obama administration smart enough to know that?

Still, to spend money, does not Congress ultimately have to approve all funds expended? The bureaucracy can force us to obey rules, but to send money to other countries, does not Congress have the final say so?

To be honest, I have always thought that was the law.

But then again I'm on me, err, lost count of Scotches, watching OU play Nebraska. We're losing.

Jeez, who are these boring, sanctimonious nags of the ICCP dreaming this stuff up, who must actually believe the world will fall into line?

Could someone please name names and post photos of the members of this ridiculous Committee so we can see them coming and bar the door to prevent any of them from accidently wandering into a good street or house party? These people, from an early age and as individuals, have to be lifelong standouts (and now leaders) in the Buzzkill army.

Interesting how there are very few comments from our European Friends who stand to be right royally screwed by their own Bürgermeisters peddling this scheme.

Perhaps, as Saviours or the Free World they consider themselves above such such debate and are prepared to pay freely??
