I don't know about LCY, but there
is (or a least
was) a regular Westminster to Greenwich river service.

AFAICT, you can catch a boat from the
south bank at Woolwich and the Thames Barrier, (and could cross using the Woolwich Ferry or the DLR), but no pick-up points on the north bank!

You'd have to leg it between the Woolwich Arsenal DLR station and the Woolwich Millennium pier:-

Wikimapia - Let's describe the whole world!
Looks like there's no river ferry service from Woolwich Arsenal Millennium pier between 09.20 and 17.48 Mondays - Fridays (and currently no DLR service to Woolwich Arsenal DLR station between 10.00 and 17.00 or after 18.30 Mondays - Fridays) . . .
Saturdays, Sundays and Public Holidays every 40 minutes river ferry service and every 10 minutes DLR service.
Don't know how up-to-date the timetable is (or whether this is just Winter):-
