You needn't worry folks.

A few civil servant busybodies drafting a bill is one thing.

Cash strapped local authorities enforcing it are another. There will be no additional staff to enforce this policy (does the bill make it law?).

The Police will not be wasting their time on this.

It's not worth the paper it is written on.

But it won't stop councils sending out threatening letters and applying pressure that way.

It don't cost much and the kind of people who do this charitable work are likely to take it at face value.

They want to ban organisations giving free refreshments and food to the homeless.

There's quite a lot of little things in that document where the whole basis seems to be to get cash. Charging for public toilets, for instance. Or 'social clubs' - where they charge for registration. So does that mean that a chess club, renting its own room, would have to find the cash to 'register' - just so some bloated councillor can get his extravagant expenses? What about a room rented by various organsiations - do they all have to 'register'? What about Scout and Guide huts?
Very dodgy. I could find stronger names, but the moderator wouldn't like them!

Why not just organise the food line so they first have to pass past a table where they get given a penny and then on to the tables where they get charged for the food - say a penny a plate?

It's no longer free food at that point.
