Singapore Cargo to Khartoum as what?

Does SQ fly Khartoum as tech stop or as a full service destination, the routing seems to be LHR-SHJ-LOS-KRT-SIN once weekly.

It appears that Jet-A fuel prices at KRT remain as the cheapest in Africa.
