Suspicious passenger behavior prompts Cathay plane evacuation
Suspicious behavior of a passenger prompted a security scare aboard a Cathay Pacific Airways plane at the Hong Kong airport on Wednesday, leading to temporary evacuation of the aircraft.
Cabin crew of flight CX713, which was supposed to take off at 9.10 am and head to Bangkok, became alarmed as they saw a man put several items of hand luggage in different overhead lockers.
The man, who was a South Asian, was told by the in-flight crew to put all his belongings in one place, in the locker above his seat, but he didn’t heed the request, according to Apple Daily.
When asked why he was stuffing his luggage in various places, the man mumbled something and failed to give a satisfactory reply.
At this point, the cabin crew became suspicious and reported the matter to the flight captain.
Given the heightened safety concerns in the wake of the Paris terror attacks and the recent bombing of a Russian airliner in Egypt, the captain ordered the evacuation of the aircraft and a new round of security checks on all the passengers.
The emptied plane, meanwhile, was made to undergo thorough inspection.
It was only later when all the checks were completed and nothing suspicious was found, including in the luggage of the South Asian man, that the aircraft finally took off at about 11.30 am.
A Cathay Pacific spokesperson apologized for the two-and-a-half-hour delay, but stressed that safety of passengers and the crew is the carrier’s foremost priority.

So why was the passenger who caused all the problems allowed to travel
Why wasn't his ticket revoked and put on a no fly list .

If you didn't believe everything you read in the press, I think you'd find your suggestion was exactly the line taken by the Cpatain on the flight in question. And he thanks you greatly for the guidance!

Whilst I entirely agree with your sentiments, we do work for a service industry and it would be wrong not to apologise for a delay, no matter what the reason.
I think they are being polite rather than shoe shining in this instance.
What they should do (and maybe they did) is apologise for the delay but also explain that the delay was for good reason and at no time would CX/KA jeopardise safety and security for OTP.
If any of the recipients don't like that, then yes, you are correct, they are just ignorant muppets!
However, the flight crew on the flight in question received what must have been in excess of a dozen compliments and thanks from the pax as they reboarded the aircraft. So, clearly, most of our pax appreciate the apology almost as much as they appreciate the concern for their saftey that overrides everything else.

Agreed Max R, it is a service industry in some respects, however at our end we know it's much more than that and it's mostly safety focused operation. I'm sure that the "spokesperson" and their script writer would be totally oblivious to these issues. Hence my comment about ignorant muppets wasn't directed at the punters. I'm sure that 98%+ would have been very appreciative of the crew's work.

How about check in start doing their F#ing job, I bet the combined weight of his 3 carry on bags was exactly 7KG! Stop leaving it the FAs to do their dirty work. The company need to grow a pair and either enforce the rules or change them. Not holding my breath.
Whilst in flight in 1st with a British major, a well known West End musical singer placed personal items in a couple of other seats in addition to that allocated to her.
