Delayed sign-on; No notification

A flight was recently chaos (regarding the cabin crew) as many of them (all of whom were staying in the Headland Hotel) were not notified of a significant delay in a flight departing Hong Kong. As a result, some of them signed-on at the original sign-on time and later ran into FDP issues.

I asked Crew Control who is responsible to notify crew of a delay (crew control or the hotel), when that notification must be made and if I could see the policy in written form to verify the information.

I was told that the PPM (Policy and Procedures Manual) was an internal document and could not be disclosed to me (a crew member.)

How is it that a document which controls how and where I do my job is a secret from me?

I too thought this was one of almost 40 such PPM's that those insomniacs amongst us could access through the manuals link on crew direct.
However, unlike the vast majority of such manuals, when you look at all the ones to do with ICM, the "ICM Crew Control" one to which I think you refer, shows it is located on a "dedicated FOP disc drive"

This may be nothing more than ensuring that should the main server go down when they are trying to electronically access the manual for some reason, that ICM can still do so through their own dedicated disc drive. I'm sure there's a hard copy up there too that they may let you browse through, go and ask CH, I don't think there are any state secrets in their manuals that they're trying to hide.

In another airline just that happened to me. We returned to the nearby hotel where my boss 'phoned to ask if I'd just forget that we'd reported (very publicly, demonstrably and recorded) for duty and go when required.
With regret and apologies I declined. You MAY get away with it BUT, if there's any kind of incident you are toast.
I once had the CAA after me alleging a breach of FTLs and decided never again.
