C-Scale in January

First off, I apologize if this post is in duplicate of another. If it is, please send me the link.
I had heard that a new contract will be imposed on pilots hired after January. Is this the new C-Scale? I had heard rumors about this. Is this the new pay scale that is equal regardless of cargo or pax side? What does it entail? Also, if you are in the C-Scale, do you ever advance to the B- or A-Scales?
