FAA to JAR. HELP!!

I'm looking to import a Citation VII from the States for JAR Ops (public transport). UK CAA are reluctant to define specific requirements ie. RVSM, TCAS II, 8.33 Khz etc. I would like any modification work to be carried out in the States prior to delivery to keep costs down, so I'm looking for any definitive guidelines. Can anyone help??

RVSM
TCAS II
Mode S elementary surveillance from 31st March 2003
EGPWS (unless a GPWS was fitted prior to 2001)
8.33
VHF Nav immunity
DFDR - FDR-2 (number of parameters depends on age of aircraft)
DCVR
