Can any one tell me in english or even mongolian just not in CAA, what we need to do to apply remision. For example cat 1 airfield needs to take a cat 2 a/c aparantly can b done, asked caa and couldnt understand.

Provided you have no more than 700 movements of the higher cat aircraft in your busiest 3 months (in your case Jul - Sep) then you can accept the aircraft.
CAP 168 Chapter 8 section 4. If you need it explaining in more detail I'll go over it with you next time I'm there mate ;)
