Im almost certain that you can't, we were grandfathered onto ops specs in 2003 or so, transferred title when we sold the aircraft and effectively grounded it for 2 months whilst the new owner tried to sort out the RVSM approval.
If you are operating in the UK & Europe, I would strongly suggest that you do not try to apply for it yourself and just bite the bullet and get acg or similar to do all the work from Day 1. If its an RVSM or other airspace approval you are looking for then it will be more cost effective in terms of fuel burns and sub charters to let them get on with it - budget on $4k.
Alternatively consider on its next check - swapping onto the Manx register, very straightforward from an oversight and airworthiness point of view and each a/s approval comes pre supplied with a set of manuals for around $1000

There is no way, that a LOA is transferred from one operator to another, since the operator is responsible and has to sign for it. As you most probably not from the US, the International Field Office in NY is in charge.
PS: I agree with G-Spot, register your aircraft anywhere else, like Manx, Cayman, Bermuda or Aruba, due to that it's a nightmare to deal with the IFO and will take months to get the approval.

Thanks for that chaps, I worded it wrong anyway, I meant how do you get a new one. Seems like I have plenty of work to do to resolve this one.

We are in the process of refinancing our Falcon and changed company names for tax purposes....the old operator was a US company and the new is a BVI-British Virgin Islands, essentially an affiliated company with the same principle. The SFO POI is researching this....if it was another US company, simply, amend you Int'l Ops Manual and the FAA would issue a new set of LOA's. Good Luck

I was under the impression that all foreign owned US trusts had to apply via the NYFO and were then processed by a guy in Oklahoma, hence the big delays.
So thats to say US owned companies can apply anywhere in the US and offshore N-reg operators had to run the bottleneck.
We had an Excel on the FAA but when we changed the a/c we were warned by the manufacturer that we were looking at 16 weeks to get our approvals back
