Here's a case study. This is not entirely hypothetical. Assume that there is no union that the person can go to and also that he wants to resolve this internally (without resorting to a lawsuit).

A person (Mr. X) brings to light several issues facing the company which are substantiated leading to the dismissal/transfer of the chief pilot. New chief pilot is appointed and is a friend of the old chief pilot. For the most part continues the policies set by the old one and starts petty tactics against you. The company cannot have another dismissal/transfer since it will make H.R. look incompetent and open the company up to all kinds of lawsuits so the attempt is made to make life miserable for the person who bought to light the serious issues in the first place! Neither H.R. nor Senior Managers want to listen to this person (Mr. X) anymore since he led to the dismissal of a Chief pilot bringing shame upon the entire division. That person (Mr. X) is also not allowed to transfer out since now everyone is worried that he will stand up to them and not be a yes man. What do you do?

Hey Shon, doesn't sound like there is much Mr X can do if HR are not interested as they should be his ultimate protection if there is no union involved.

My advice would be to keep a diary of all of the attempts to make Mr X miserable and if possible try to get some of these attempts documented (perhaps ask them if they'd be so kind as to bully by email :)) thus giving you an ultimate fallback of being able to resign and then take them to an employment tribunal and claim constructive dismissal.

I don't work in aviation (yet) however I've been in a similar situation being bullied by a manager several years ago and the only advice I can give you is don't let them break you and just stand your ground.
