Civil Aviation Authority of Singapore (CAAS) claims that ATPL licenses (issued in Australia, NZ, US, etc) held by expat first officers on local terms were/are/have always been accepted as ATPL level knowledge.
ATPL level knowledge means having taken the ATPL exams as accepted by CAAS.
What does this mean in English? Your non Singaporean ATPL (not including UK) qualified as having taken the ATPL exams when in comes to exercising the privileges of your Singaporean CPL (you were exercising the privileges of a frozen ATPL). However to obtain a Singaporean ATPL you would have to take the UK or Singapore ATPL exams.
Does this make any sense?
