Pilot Licence Application in Singapore

Hi there, has anyone applied for a Professional Pilot's Licence in Singapore? If so, care to comment on thier procedures. How easy/difficult is it to qualify and time taken.

CAAS will tell you get a singapore based employer first before applying for a license,
singapore based employer will ask you get a license first before applying..............!
